This review completely disregards the server issues, because that is what most people are focussing on in their reviews (look for the good in things, not the bad).
I've been playing Payday 3 nearly non-stop since its release, I have thoroughly enjoyed it. It is a fantastic sequel which incorporates either revamped or completely new mechanics. Payday 3 was also significantly more stealth-friendly than Payday 2 was, which I think was a good idea on Starbreeze's part. The UI could be improved on slightly, and in my personal opinion, the controls could be a little clearer, and the absolute massive mistake of not allowing players to communicate during the favor selection, but aside from that and the obvious matchmaking problems, this definitely was and still is a fun and addictive experience, and likely will be for quite a few years to come. Good work to the developers.
