Dwight Waldo was a legendary scholar in Public Admimistration. His capacity to synthesize models, theories, approaches and paradigms was phenomenal . His finest work was his Ph. D. based classic, The Administrative State . His contribution to the emergence of New Public Administration was most commendable. I have read all his books and marvel at his perspicacity to explain the conceptual constructs in Public Administration in the wider context of the transforming administrative reality.
