The little 9 yr old girl from Rochester, NY is just another dark day on the Police Depts. When do the excuses stop??? She's (9 )for Christ sake, she needed to be grabbed pulled in & hugged like no other! Pepper Spray, honestly was she holding a gun to your head SHE IS (9)!!!??
