The question Is Ozark better than Breaking Bad is just simply offensive. I can't even say - HELL, NO!! because it's not even possible to compare them. I did watch Ozark - all the seasons, and my opinion was fluctuating between 2 and 3 stars. First of all - just because it is SO obvious, I would start with what's bad. The two main characters are absolutely not believable - aging white Americans who (besides anything else) can tell off the strongest Mexican cartel leader, really??? including kids (and almost everyone else) in their secrets, naive scenes, etc. It felt like good white American high schoolers decided to make a movie about the cartel. But! There were definitely some very good, engrossing lines in the story that despite everything you want to watch develop. The last 2-3 episodes of season 3 kept me in the chair crying like a cow, they were really strong and the story was so heartbreaking. Some characters are also very likable - like Ruth, Ben, Wyatt, Marty's little son. Overall, I would recommend it. I will miss it, though it's not a masterpiece.
