Boeing is the villain here, but the FAA represented as victim of fraud is a stretch. It took the president to ground the planes in the end. Boeing recognized the FAA as soft and took advantage of it - that’s on the FAA. If the government can’t reliably certify the safety of an aircraft, the responsibility of certification should be moved to a body that can handle it.
