Pros:
1.) Literally relive episodes of DBZ, and done very well. Very immersive atmosphere.
2.) Great graphics. Looks like the anime, aside from some unnecessary glooming and polygons on parts.
3.) Long campaign. I think it covers a lot of what made Dragonball great, since you can't explain the story completely in 20 or less hours.
4.) Interesting RPG elements, as well as massive world elements.
5.) Don't want to progress? Goof off, and explore the landscape. Its beneficial as well.
Cons:
1.) Sub-quests. No dialog except for "hmm..." "Oh?" "Yeah!" "Alright!" etc. Also in general, lip syncing of English Dub for actual cinematics/main quests tend to be annoying.
2.) Intimidating at first, even with a great integrated tutorial you feel lost and overwhelmed.
3.) Gathering game.... IMO I don't like gathering a bunch of objects to make my team/character better.
4.) No difficulty level. You're either going to stomp the enemy or they are going to stomp you. This depends on conditions in game such as eating food to boost your stats permanently as well as give timed buffs of 3min-30ish minutes.
5.) No multiplayer / Co-Op. Your party is literally useless and tend to clone what you do (other than calling out their special attacks to use)
6.) Load times. You change worlds, it takes a lot longer than it should.

Conclusion: Highly suggest if you like Dragonball, and all its lore. If you ever dreamed of being a Super Saiyan living in the world of the episodes/re-experiencing them then its a must. Those who never saw the show or explicitly like the pure fighting games of Budokai 1-2, and Dragon Ball Fighter Z then it might be a rather large gamble.
