Andor is really good because like Rogue One it provides a far greater backstory for the entire Star Wars universe. It is a real place facing real oppression. The simplistic good v evil theme appeals to some, but those wanting a more nuanced and complex canvas will enjoy this. Those that only want the action side of things will likely be disappointed although I suspect it is building up to some battle scenes. The action sequence in episode 3 was different then what we have seen before. It was gritty, realistic, and grounded. High marks for Andor and its laying the foundation for Rogue One, the best Star Wars film in my view. (as an aside I have enjoyed every Star Wars film).
