Meh.
Zahler makes really dark, really violent movies, but beautifully shot scenes and well structured stories.
The scene where Crocket and Riggs lament the passing of time and progress of American culture basically sums up the mood of the movie and clarifies the target audience. Two aging actors reminisce about simpler days when white cops beating the hell out of minorities in service to Reagan's war on drugs seemed cool and admirable enough to secure mass commercial appeal and a lucrative franchise contract.
And what was the deal with these nihilistic ex-military super villains? They are ruthless, cold blooded killers with a meticulous command of every minute detail of their high end gold robbery, but...they go around town dressed like Splinter Cell cosplayers on thrill kill gas station hold-ups and completely random car jacking robberies to buy a van?
