Is it just me, or do others watching Season 21 (thank you for resuming the series) find the "Order" segments well-done but the "Law" segments pretty flat? I find myself tuning out after the first 30-35 minutes or so of each episode. If you're reading this, Dick Wolf, then you might want to shore up the second half of each new episode.
