Circa 1870s. Where an orphan girl from a workhouse can read....were a spunky girl from the slums can talk back a noble and have him back down without beating her with a riding crop or cane. I'm sure there is a PC message in here to make us feel all warm and fuzzy...but why? While being fictional the story takes place in our historical past. If you want to take that much creative liscense then make it in a dystopian society. Or an alternative reality. Like reality tv, or social media.or the news.
