Terribly made, amateur documentary. The makers were bombarded with information and interviews and they focused more on putting everything in rather than telling a linear story that made sense and was factually accurately.
It's also extremely insensitive. People keep mentioning that because Billy was a MPD case, the victims were forgotten - the real women who were raped, and the men who were killed - but the documentary itself does that. The victims are nothing more than aged pictures brought out for dramatic effect.
The music is so stupidly upbeat and the cinematography is like a college student trying to make a hipster film - experts and witnesses and journalists placed in empty, odd rooms to create a scary effect.
I wonder if this was made as a joke or satire, to kind of show how the public made a sham of a sick individual and his brutal crimes. Because there's no other reason this was so trivialised. It's not a sensational tv show, it's real people's lives that have been ruined. Have some respect!
