I was Chief Administration Officer of New Jersey's Division of Highway Traffic Safety.
A new Director was appointed, a retired State Police Lieutenant.
We had purchased three sets of the Disney 'Traffic Safety for Children' series.
The new Director ordered two of the sets returned for refund, and had the State Police Traffic Section attempt to make illegal copies for every police department in the State, with Federally purchased equipment and supplies. One employee gave me several copies of the failed attempt.
I reported the situation to State Police and Department of Law and Public Safety Internal Affairs.
I was sent to the Department's 'Employee Advisory Service,' which was simply a form of harassment. One of many.
I eventually went to the FBI, but was told the couldn't look at the NJSP again because it would look like 'picking on them.'
I also called Disney. They told me the attempted copying had failed due to 'Switch Box Protection' in the horizontal control bar.
After ten months, the psychological abuse forced me out. It has cost me over half a million dollars in lost income.
