Once the film is fully developed you understand that Kenneth Feinberg is in a dilema as the “formula” is understood unfair by most of the victims. Meaning that he needs to decide between pleasing the majority and open a way for a wealth minority’s lawsuit. Or increase the threshold for the majority and satisfy the will of the wealthy.
The problem is that he ended up emotionally involved and doing the “right thing” but it doesn’t leave any repercussions from the rich guys.
That means that he could have made that decision right at the beginning and the dilema was with his personal values.
You do get involved with the stories making the plot enjoyable but is a film about Mr Feinberg and not about the victims.
