I'm from the United kingdom and have been following the Mueller report for the last year... one question is repeated... why did Mueller not make a judgement ?... to me it's a simple answer which has been overlooked. Maybe Mueller done it on purpose to see if Barr is as trustful and bipartisan and AG for the people rather than a legal council for Trump... I think it was a strategic move by Mueller... and I also think the special council knew DOJ were corrupted... only way to catch a crook is to allow the crook to expose themselves
