When you use the phrase "Terminate for convenience" you should know what it means. Yes, a contract may be terminated for convenience. The government then becomes liable for ALL costs incurred, PLUS the cost of tooling and logistics, PLUS the costs to the contractor(s) to shut down the program...including termination costs of any employees that are laid off as a result. It's more expensive to terminate a contract for convenience than you might imagine...in your wildest dreams. And it takes months if not a year or more, not hours or days.
