Boring and predictable. Not even the explosions and fighting distracted from the poorly done cliché writing.
It's classic "stoic guy who does things by his own rules" and lady partner who "sticks by the rules" but is essentially the equivalent to a pretty paperweight with about how useful she is (for the very little time she actually does get to be involved in action scenes).
The characters have very little chemistry and there is very little incentive for you to care about the CIA being blackmailed. There was really no gravity to them being accused of murdering foreign journalists, especially when the CIA has done much worse in reality. The villain was forgettable and so is the conflict between Vail and them.
I won't fault the actors for what was likely a poorly written script, but I'd say skip this movie. It serves better as background noise than it does entertainment.
