This is more psychological horror than regular horror, and it can create ambience when it wants (such as the baby drowning scene) but the characters are pretty annoying to me.
At first the father doesn't want to adopt the kids, then he starts defending them even after their freaky actions. How can you not ground them after killing the dog?!
