I realise that the British did remove many artifacts from countries, but so did the Spanish, Germans, Dutch, French and Portuguese. Picking on one country that has done so much for this world seems unfair.
Perhaps you could also mention, that many of the countries from which Britain "stole stuff" were poorly governed, had chaotic educational and medical systems, were experiencing civil war, were rampant with disease and malnutrition and didn't have the expertise, the interest or the financial capabilities to carefully remove and study the archeological sites.
The British did so much in these countries to improve the nature and conditions of the societies there. A program that dealt with the total impact seems more appropriate.
