Matthew 18:18 in the CSB puts the emphasis as Jesus taught: "Thy will be done on earth as it is in heaven."
Most other versions of Matthew 18:18 indicate that what we decide on earth will be the way it is in heaven. As Christians, we need to seek what has 'already' been loosed or bound in heaven, so we can then do the loosing or binding on earth.
