I begrudgingly rounded up to a 4. The game is ok, but compared to the previous installment it fell short.
The narrative was a bore and often times important story moments would happen when you were looking elsewhere. I spent a lot of time trying to move my character to the best location to see and hear what was happening. This caused every scene to fall flat.
The high rarity weapons and gear seemed weak. They followed some RNG stat roll that caused you to earn a lot of purple and orange rarity gear that was often weaker than blue and green gear. This resulted in constant comparisons of mediocre stats and elemental damages to try and get an edge. With thousands of guns to sift through you end up just picking up a strong gun and moving on and ignoring the minutiae.
