To put it very blunt, I love this game. I can say the console release is very solid. I run it on an original PS4 and it rarely dips in frames unless it's a derby match with 24 harvesters and what not. It's an odd mix between a serious racing sim, and an arcade racer like the Burnout series. It definitely has a learning curve, some of the tracks are pretty challenging and the cars have a tendency to lock up on tight corners. For me it's the perfect racer for people who have been craving dirty, derby racing. It feels very authentic, and a lot of time and effort has gone into the physics engine making the crashing some of the most satisfying gameplay in years. You will probably have to restart quite a bit, but it never feels frustrating because it's just so damn fun. If you want something different in the racing genre this is hands down the way to go. You will have a blast.
