While definitely not the best Fallout, which IMO is New Vegas, its not a bad game by any means. Like pretty much all Bethesda Games Studios open-world games, as well as Obsidian's Fallout New Vegas, it is extremely malleable and has the advantage that it doesn't require kludges to get mods over 4GB to work. There are some rough edges, the Mass Effect style voiced protagonist was and is a serious point of contention, one of the DLCs pretty much requires you to act like a raider which for "good" characters isn't ideal, and the story isn't anywhere near as good as New Vegas, Fallout 3 and the two canon Interplay games, however its still pretty good. Definitely worth checking out.
