Mulholland Drive comes in as the best David Lynch film according to the fan vote on VeryBestofAllTime. Personally, I think it's a no brainer and should be 9/5/10 on IMDB. This is Lynch's masterpiece. Every scene, every single scene ultimately fits into a coherent singular interpretation of the movie.
If you think the movie has no coherent interpretation, I swear it does. Don't google it. Take the risk of thinking for yourself.
