Great setup and sound score it really provides tension. Where it fails though is it takes too long to get some action going. They tease it so many times and it's starting to get exciting then the actions dies down again. I think it would've been a better movie if they made the premise simpler. Make the police officers more evil and irredeemable. Give them right wing elements that people will really root against. Then put gratuitous violence that the audience will be happy to see
