A lot of MMOs are aimed at player enjoyment AND making the company money. Not this game. Sure, it is fun to play. IF, however, you want to get anywhere in the game, be competitive in pvp, rise through the ranks, etc., you better keep the cash flowing. The primary focus of this game is cash generation. It is the consummate pay to win and it isn't cheap.
