This law is designed to implement neoliberal agendas at the local level by the donor agencies in Bangladesh. The World Bank drafted it, and the donors and military-backed caretaker government played an essential role in its formulation. The main aim of this law is to strengthen the position of the World Bank, IMF and NGOs in the local government of Bangladesh. Moreover, there are numerous clauses which are not possible to implement, and thus this Act has not done any good in Bangladesh so far. This author has brokered the world bank's policies and failed to bring any critical analysis. I suggest the publisher stop publishing this kind of propaganda or agenda-based book.
