I use to work in a female detention center with girls their age. Yes their language and behavior is unacceptable. But we must also remember that they are still young. If you notice a lot of them when they did stuff on the outside they were under the influence.
Many of them have changed for the better. In fact a few of them are actually in college studying psychology majors.
