Ok, so it seems like human intervention to save injured penguins or orphaned eggs is acceptable here but why not create some sort of penguin nesting apartment complex or something for them to access safe nesting grounds? It seems like at least one of the reasons why these penguin populations are struggling is because of the human population taking over good nesting grounds and creating hazards. The least they could do is to create human-made nest areas for the penguins so they don't have so many orphaned eggs to hand rear. Not only is it very time and resource consuming, but orphaned chicks don't get the benefit of learning how to be a wild penguin from their parents when humans are raising them.
