8/10. Very solid movie that was very enjoyable! However, as a die hard Hunger Games fan, I have several nit-picks that I feel are of note.
A quick warning for spoilers.
First off, praise. The soundtrack was PHENOMINAL, and the plot was cohesive and understandable. The acting was solid and the movie was engaging and kept me interested.
Next, the things I didn't like.
1. Lucy Grey got nerfed like Bayonetta in Smash Bros. She went from a solid 10/10 female character in the books to a 6/10. She was still charismatic and I still rooted for her with all my heart and soul, but without the rat poison given to her by Snow, she would be completely helpless. During most of the conflicts in the arena, Snow helped her out of them and she did little to nothing on her own.
2. The movie did a poor job of capturing how genuinely selfish and self serving Snow is, even before the end murders. In the book, Snow is not a good person. When Arachne was murdered, he had to think for a good minute before deciding to try to help her. I realize that it's difficult to capture a character's inner workings without hearing their internal thoughts, but the present Snow as far too 'neutral good' instead of 'true neutral'. All this really ended up doing was making his end transition to 'lawful evil' far too jarring and sudden.
3. The pacing was strange. Part one was too rushed, part two felt a little too drawn out, and part three was fine. It didn't ruin anything, per se, it just felt a little awkward to watch at times.
All in all, TBOSAS is an excellent movie that you should go see. There are flaws, but nothing that makes it particularly unenjoyable. Please, go see it and decide your opinion for yourself.
