This was the worst of the sequel trilogy. Instead of building on The Last Jedi, it clumsily tries to bridge back to The Force Awakes as though the events of TLJ were mistakes. Rise of Skywalker didn't add anything new to the saga and took no chances. It plays like a big-budget fan film authored by the man-children of YouTube fan channels. Great lightsaber fighting for the most part, though.
