Trouble starts at the top. I think the IQ of most of these people and the culture accepted is scary. Now wonder there's such a problem. Personally been to Detroit. Almost got shot for being friendly. This is a culture that needs a different mindset. Poverty, structureless,desperation and lack of creative thinking. Scrap the adopt within program and adopt new people who know what life is. That's their only hope.
