They really made Omaha to be this Podunk town of imbeciles. Let's not forget that during this time, I'm guessing, a stalking file won't be high priority as something like a murder would be. At that time, they didn't know it was a murder. The Omaha area and surrounding suburbs push the population over 1 million. There were definitely higher priority cases like Nikko Jenkins that was happening at that exact time.
