I'm going to replay this game before I make my final judgement. Having said that, this game is a conflicting mess.
On one hand, its graphically beautiful, outstanding even. The sound design, lighting, textures, and performances by the actors/actresses are phenomenal. The combat is smooth, violent, and gratifying with enough disgust and horror to make you question it, but still fun. The soundtrack and composition score is amazing as well.
The story, pacing of the storyline/combat, and character development are lackluster, underwhelming, and frankly insulting for a lot of the game, especially since it is a sequel to...ya know. That being said, there are moments of brilliance and heartfelt pain intermingled between incredible violence and abysmal story telling. LUDONARATIVE DISONANCE was a big issue for myself in the second half the game, and the pacing began to drag its feet.
TL;DR I'd give the game a 6 or 7/10, a 3 star, a recommendation only if you go in with minimal expectations and an open mind. And if you can stomach 28-36 hours.
