As you can see from the reviews, the series is thematically focused on racial inequality. Taking Watchmen's philosophy of personal moral systems into the racial debate would have been very difficult, and maybe very interesting, but the pilot has failed to do so, the show's all about good guys vs bad guys. It really is a waste that doesn't contribute at all to the ongoing politic/ethical crisis.
