Before I break down Titans, I just would like to say that I do enjoy Titans. It's a fairly good show in it's own right. The story is solid, with good acting backing it all up. With that said, I feel that it's important to mention that Titans isn't perfect. It's got a lot of flaws, and there is certainly better.
There's a lot going on. In regards to S2, they're juggling a lot of characters, and a lot of arcs. (S2 SPOILERS START)
In Season 2, we're balancing Dick's Nightwing arc, Kory's Tamaranean arc, Hank and Dawn's... whatever, Donna's occasional thing, the Superboy Cadmus arc (also, I'm pretty sure the writers just enjoy hurting Gar), Jason's arc, Rose's arc (even though Jason and Rose's arc overlap a lot more now), Raven's "how do I control my powers" arc, and I'm pretty sure I forgot some. Not to mention, they have to tie all of this in to the main plot with Deathstroke and Jericho. And then they have the occasional flashback. It's really a give or take as to whether they manage to pull all these arcs through.
It's not uncommon for a character arc to seem unfinished by the end of the season, but if majority of your arcs aren't done, then there's definitely something up. The only arc's that I can see possibly concluding are the Nightwing arc and the Deathstroke Jericho one. Possibly Rose? The point is there's too much going on, and it seems as if the season won't end resolutely. The next episode is the finale, and it seems impossible for them to conclude the season in an hour.

Essentially, there's so much happening, and it doesn't seem like any of it will end resolutely. The show could benefit from organization in regards to it's characters and it's plot. At this point, there are three possible villains floating around, and it gets real confusing.
