SPOILERS The movie had so many plot holes and inconsistencies... But it could've been saved if Tai Lung was chosen to be the next dragon warrior. 1) He was a tragic hero. He was good but became a villain because he wasn't the chosen one. 2) It becomes full circle in the first movie. A tragic hero redeeming is a powerful story. Who tf is Xhen? Why is a nobody fox chosen to be the next dragon warrior? 3) He was revived from the spirit world by the Chameleon as well. He was already there in the physical world, why not just revive him for the sake of the redemption arc???
