The "slowing down" of the tempos was absolutely noticeable to me when the album was first released. IMO...they were trying to hang with the recently released Black album from Metallica. But all the metal albums from that era were. Youthanasia is not a bad album. It is pretty good...just not one of my favorite Megadeth albums.
