Ko'Laya A'maiya

I had a very hard time dissecting this movie. Despite the fact that Candy Man is linked to racial injustices, I can't seem to understand why would the entity then harm people that have not displayed that sort of character. The young boy's sister I'm assuming, was a child- yes she seemed to be a bully, but she was also killed after summoning Candy Man but there was no racial injustice linked to her demise and she was a child.
