I can see the slow pacing to accentuate the fact that the government has its own agenda and responsibilities with cultural ramifications. Which names the workers at the mercy of the their reputation and political standing. How much more would it have did about them if they made this their top priority? Just shows that we are pawns in their status ans greed. And that is all governments..
