TBH, India audiences are not completely ready for films like these. Agreed that the film could have been more intense. But still it isn't as bad as categorised by masala film reviewers. I am pretty sure films like these be it Romeo Akbar Walter, Madras Cafe or Mission Majnu did had poor reception but garnered enough rating over the time once the sense prevailed in. All of them started with 2/5 or max 3/5 rating.
To some extent Raazi was able to breakthrough. But the average Indian viewer thinks of spies as superhumans with near 0 vulnerabilities and building hopping capabilities shown by Salman and SRK in quasi espionage / spy films.
