The story about Trump thinking to cheat the National Guard out of earned benefits was one more example of his innate, overt cruelty. But his backing up on the subject when it created such an uproar seems to me just a way of taking the heat off. Once he's said it he will go merrily on with his agenda and not actually make the change. This is a prime example of watch what he does, not what he says. Unless the pressure is maintained until he actually makes the change he won't.
