A total waste of time. The plot surrounds a US government scrambling to respond to a potential nuclear attack, seen from three different viewpoints.
The problem is that we never find out if that attack is real or not. The film's moral seems to be, "it doesn't matter if it's real".
BUT IT DOES. Because if it's real, retaliation is self defense and both morally justified and essential. If not, it's a disaster.
The movie is a damning indictment of the state of America: every character is worried about their own feelings, no one wants to follow orders or do their job and even the film maker lacks the basic intelligence to realise that war can be wholly necessary and unavoidable.
Appalling slop.
