The villains of the film are the Pradhan and his brother + crew, they show their masculinity by attacking women and the public of the village
The Pradhan is the caretaker of the villages he's always trying to work for progress while being aware that his brother and his crew are committing crimes and covers for him and let's their fear spread to prevent people of the lower caste from trying to progress in life. He misuses his powers and misuses religion and it's rules and laws to cover it up to his own advantage
