The sheriff - who controlled his county with the decency of an honest man, but knew the population he was serving. Keeping the law just outside of the law. If you got a speeding ticket, you paid the fine. But if you got caught growing marijuana, you had to pay Baker's fine. Since the number "outlaws" far exceeded the number of jail cells, Baker had his own justice system.
