It's a hot mess. I love it but it can be a horrible, bug ridden, experience at times...and that's the PC version.
Night city is fantastic, the quests and storyline are great, but it's clearly about a year away from completion. It's no GTA5. There is something off and surreal that breaks immersion. You don't have to be that high a level to finish the main story, and with it largely pushing you to do just that, large parts of the game remain unexplored even when you finish the main quest line. Thankfully you can return and carry on, which is absolutely worth doing as some of the side quests are main story quality. It plays well even if you don't go down a huge crafting/upgrade path, which does make it more a shooter than a true RPG.
Things can get very buggy in parts, which can range from comical to annoying to game breaking. It feels like it isn't really finished, there are large areas of the game that are walled off or out of bounds. Like they didn't have time to finish those bits. It feels like some parts have been cut to try and shoe horn it onto previous gen consoles. Some parts lack polish, others are fantastic.
I really want to love it, and part of me does; I enjoyed over 100hrs inside it. But it's not really the game it could and should have been, esp after looking at the early trailers. Compare it to GTA and you'll see what I mean. The detail just isn't there. The subtle things, the subgames, the soundtrack, the map, the variety of things to do, the sense of it feeling like a real city. Too many parts are walled off to you, too many sections are locked behind identical doors. It feels a bit superficial, comic book almost.
Largely I'm left feeling, "This could be the best game ever but they messed it up". It's got moments of greatness, but too many issues right now. They bottled it and released it far too soon. The fixes are ongoing but too little too late. The damage is done.
