The characters have little depth, with the exception of Pacino, who tries chewing the scenery in order to make up for the others. There is also the problem of the subject matter. If the movie tried to make the point that verbally supporting the enemy doesn't rise to the level of treason deserving capital punishment, it would have been more reasonable, with a less mushy point of view. Instead, it suggests Axis Sally could have been solely an entertainer victimized by Goebbels. That view has too many holes to take seriously. The woman was unquestionably a Nazi sympathizer, if not a Nazi herself and a witness to the horrors going on in Germany at the time. She knew damn well what she was getting into by becoming a broadcaster and did it anyway.
