A very bright team of individuals were invited to a workshop over a decade ago by the science and engineering academies. Their diagnosis and recommendations were indisputable.
Even today, if the research executives of any of those institutions would reassess and may reach to at least these conclusions:
the progress was rather modest overall, and
R2 institutions were not funded enough by the government agencies and the
corporations didn’t contribute consistently to cover most of the gaps today.
Thanks to the Academies to establish the baseline and the roadmap to all of us. Now we may do things differently so we may be better off in the next decade.
