Every municipality in Ontario or across Canada is provided legislation which provides municipalities the authority to develop Emergency Response plans identifying emergency scenarios and describing what response would be initiated. Ontario had the Emergency Management Act. The protocols for declaring a state of emergency by any Municipality is to request assistance from the Province first and if those resources are insufficient, then the Province can initiate/request assistance from the Federal Government . Municipalities are required to work with the Province first and they normally do not by-pass the Province by going directly to the Federal Govt. Were these protocols exercised/enacted ? and if not , why not.?. The media/public should see or have a look at Ottawa's emergency response plans. I have not heard anything as to what the Ontario govt is doing to assist Ottawa. Trudeau is doing what the protocols require in my opinion. Has Ontario asked the Federal govt for assistance/
