Pretty good, but could have been better. Spoilers ahead.
The main antagonist's driving force to do what he's doing is weak. I know that it's a pretty old anime, but his revenge doesn't really justify the killing of the citizens living in kabane free stations just because they're under the shogunate. Maybe it's for us viewers to hate him more? Seems rather forced, especially since he justifies the killings with "the weak die and the strong live".
Context is few and far between in the anime as well. In times where I as a viewer wanted to understand how things happened, the show brushes it off. An example would be when Biba foils the plan of Ikoma, Biba explains that he just "knew" that the people of the train would revolt that night. No reason as to how he knew. That explanation is enough to make anyone flaccid, but I guess they had to accelerate the plot somehow. Acceleration of the plot leads to concepts like the samurai kabane being scrapped in the middle too.
I have gripes as well over mumei, her accelerated relationship with ikoma, and other things, but the premise is cool enough for people who like steampunk, zombie, horror-ish action.
