Sometimes,some writers conflate the term "civilization" with industrial development.
There are all sorts of civilizations, be it hunter-gatherer type or agrarian,be it pre-industrial,be it industrial and or post industrial.
Having noted all that,the works of writers like John Zerzan enlighten us as to be appreciative of all of that above given the socio-political-economic contexts.
